I have the honour to invite reference to
previous correspondence resting with Mr. N. L. Smith's
despatch No.650 dated the 14th of October, 1937, regarding
the epidemic of cholera in Hong Kong during 1937 and to
forward herewith for your information three copies of
a final report by the Director of Medical Services which
contains the full history of this epidemic.
2. I endorse very strongly the appreciatory comments of the Director of Medical Services which appear on page 13
of the enclosure. It is obvious that a difficult situation
was met with praiseworthy energy and co-operation on the part
of all concerned: nor should it be forgotten that the
epidemic had scarcely begun when the Colony was smitten
by the most destructive typhoon in its history, the damage
and disorder caused by which must have proved a great hindrance to those who were striving to cope with this
dangerous disease. I have no doubt that the successful
endeavours of the Government and voluntary organisations
named by Dr. Valentine will have your commendation.
